The data used is from the UK Government's temporary road fuel price open data scheme.
It has data from 14 of the largest operators in the UK. A full list of participating stations
can be found at https://www.gov.uk/guidance/access-fuel-price-data
So it covers a lot of stations but does not include small independent retailers.
When you enter the location, it searches and finds the 20 nearest stations to your location.
The 10 cheapest are coded as green and the 10 most expensive are red.
In the case of a tie on price, all stations with one of the 10 cheapest prices are included in green.
The station(s) with the cheapest price is shown as bright green.

Mapping data was provided by OS OpenData through their api
Postcode lookup was from Postcodes.io, used under the MIT license using OS OpenData
